General Meeting

Minutes – September 14, 2011

 

Call to Order

A general meeting of the Advisory Neighborhood Commission 4C was held on Wednesday, September 14, 2011.  Commissioner Chair, Joseph Vaughan called the meeting to order at 6:32 pm in the Community Meeting Room at Petworth Library, 4200 Kansas Avenue, NW.

 

Roll Call of Commissioners

Commissioners present included:  Joseph Vaughan (4C05), Janet Myers (4C02), Michael Yates (4C01), Joseph Martin (4C09), Jean Badalamenti (4C03), Shanel Anthony (4C07)

 David Tumblin (4C06), Timothy Jones (4C08), Robert H. Mandle (4C10), Steve Leraris (4C04). Commissioner David Tumblin (4C06) A quorum was established.

 

Items taken out of sequence

1.      Billy’s – ABRA License No.: ABRA-087703, 3815 GA Avenue, N.W., Application for ABRA License.

2.      Department of Transportation – Traffic Calming Process, Pedestrian Safety Issues – Commissioner Mandle.

 

Items Removed from Agenda

1.      Resolution seeking Preservation of Lower Georgia Avenue Great Streets Funding – Commissioner Mandle.

 

Approval of Agenda

Motion by Commissioner Anthony to adopt the agenda was seconded and passed unanimously by the Commission with Commissioner Jones opposing.

 

Items to be revisited in October

1.   DC Housing Authority – Housing Choice Voucher Program – Diane Oliver, Ombudsman – Commissioner Vaughan

2.   Reducing grant amount

     

Reading and approval of August Minutes

A motion by Commissioner Mandle to adopt the minutes was seconded and passed unanimously by the Commission.

 

Treasurer’s Reports

Operations budget: $58,000.00

Internal 4C Operations as of 8/9/2011: $16,000.00

Distribution to 4C Community: $42,000.00. 

 

Grants:

All grant receipts are current.

 

Correspondence & Announcements

·         Pedestrian safety issues call 311.

·         Latino Festival and Tournament rescheduled for Oct. 8 & Oct. 9, 2011.

·         MacFarland has new computer Lab and IPods.  

·         Sharpe Health School fundraiser, Saturday, October 8, 2011.

·         Craft Show – Petworth Library, 2nd week in December. (TBA) Carol Herwig.

·         Fundraiser for Children’s Book Program, Petworth Library, Monday, September 26, 2011.

·         DCPS beautification Project will begin on August 20th, from 9-1pm.

·         New traffic light installed on Georgia Avenue and Taylor Street, NW.

             

MPD Department

No representative from the MPD attended the meeting. 

Fire Department/EMS

No representative from the Fire Department/EMS attended the meeting. 

 

Community Comments

     

·         Renovations slated to start in October 2011 for Raymond Recreation Center.

·         Commissioner Anthony to follow up on the cleaning of 4100 Georgia Avenue Park.

·         Citizen request to convert Quincy Street between 5th and Rock Creek Church Road to one-way operation.  Commissioner Mandle & community to discuss at public meeting with DDOT.

·         Petworth Farmers Market 2011 another successful year.

 

Grant Requests

 

Presentation by Teatro De Luna, Ms. Walder, Bi Lingual/Spanish Language Workshops.

 Motion by Commissioner  Anthony  to support the grant request was seconded by Commissioner  Martin and passed unanimously by the Commission.

 

Presentation by Cultural Tourism Heritage Trail, Elizabeth Goldberg, advertisement support.    

Motion by Commissioner  Tumblin  to support the grant request  for Advertisement support was seconded  and passed unanimously by the Commission

 

New Business

 

Presentation by Safeway PUD Application, Community Benefit Package, Commissioner Tumblin.  Hearing scheduled for 6:30pm, 441 4th St., NW, Suite 227. 

Letter was sent to SunTrust Bank requesting the inclusion of SunTrust within Safeway.  Negotiating benefit package to include funding for Petworth & Raymond Recreation Centers.

Presentation by Roosevelt High School, Tracy Eichelberger.  Graduated 95% of the senior class.  September 2013 will enter into a newly refurbished school.  Back To School Night, Tuesday, September 20, 2011.

 

Presentation by Commissioner Vaughan, Ward 4 Redistricting Taskforce next meeting September, Wednesday 21, 2011.

 

Presentation by Commissioner Vaughan, Resolution in Opposition to Internet Gaming in the District. 

Motion by Commissioner Anthony to support the Resolution to the immediate repeal of the “Lottery Modernization Amendment Act 2010 and a moratorium on the implementation of DC Government online/Internet gambling/iGaming, was seconded by Commissioner Myers and passed unanimously.

 

Presentation by Billy’s, Sheldon Scott.  Will provide French inspired menu, full service restaurant, Class “C “Tavern.  Seating capacity of 146.  Target opening date December 1, 2011.

Motion by Commissioner Jones to support ABRA License No.: 087703, Billy’s, 3815 Georgia Avenue, application for ABRA License,  was seconded by Commissioner Badalamenti and passed unanimously.

 

Presentation by Chair, Commissioner Vaughan,  ABRA License No.: ABRA-075536  Miriam’s Café, Retailer’s Class CR License – Substantial Change, 3931 14th Street, NW.

Hearing scheduled for Tuesday, October 11, 2011 at 10:00 am at 2000 14th Street, NW, 4th floor, Washington, DC 20009 hearing room. 

ANC 4C is continuing protest.

 

Presentation by Department of Transportation – Traffic Calming Process, Pedestrian Safety Issues, Mark G. and Anna Chambers.  The traffic Calming petition requires a majority of signatures from block residents and the support of the ANC.  Once signatures and support are obtained, DDOT will perform public traffic studies.  Functional classification maps, defines streets, local, collector, arterial determines who qualifies for speed humps.  DDOT to convert 100 Webster to one way due to sight distance to turn left onto Rock Creek Church Road.   

 

Motion by Commissioner Badalamenti to adjourn the meeting, the motion was seconded by Commissioner Yates, the motion was passed and the meeting was adjourned at 8:07 pm.
