Call
to Order
A general
meeting of the Advisory Neighborhood Commission 4C was held on Tuesday, May 10,
2011. Chairman, Commissioner, Joseph Vaughan called the meeting to order at
6:38 pm in the Roosevelt Senior High School Library at 4301 13th
Street, N.W.

(4C06), Shanel Anthony (4C07), Timothy Jones (4C08), Robert H. Mandle (4C10). A quorum was established.

Program
A motion by Commissioner Martin to adopt the
amended agenda was seconded and approved unanimously by the
Commission.
Reading and approval of April Minutes
A motion by
Commissioner Mandle to adopt the minutes was seconded by Commissioner Tumblin
and passed unanimously by the Commission.
Treasurer’s Reports
Expenditures totaled: $36,000.00
Newsletter and Grants: $20,000.00
ANC 4C received allotments totaling $26,000.00.
Motion by
Commissioner Martin to approve monthly budget was seconded by Myers and passed
unanimously.
Grants:
Quarterly report is missing receipts from Tivoli and
Sharp Health grants.

Community.

parking spots at adjacent church for the AMADA employees.

Grand
opening for the Upshur pool, June 4, 12 pm-4:00 pm.

of the Park celebrating opening of Upshur Playground, May 14, 2011.

Petworth
Community Market to begin on May 20 thru September 30, 2011.
·
Petworth
Community Market fundraiser at Domku to assist in the purchasing of an EBT
machine and implementing a SNAP benefits matching program.
·
Councilmember
Bowser and Commissioner Vaughan to participate in a community clean up with
COSA, 1300 Quincy, Springroad, and Randle, from 9:00am until 3:00pm.
·
Mayor
proposed $6 million for Sharpe Health School to maintain special education for
students. (Councilmember Bowser)
·
Fundraising
perimeters on DPR property will change to include the reinvesting of proceeds
into DPR budget. (Councilmember Bowser)
·
DPR
will seek out partnerships with major advertising agency that request to
advertise on Recreation property.

Declining
enrollment in DCPS may lead to possible closures of schools.
·
Mayor
to eliminate 8,000 summer jobs for the youth.

The
current budget for the city does not include money for the Historic Grant
Funds. (Councilmember Bowser)

Walmart
discussion on May 12, 2011, 7pm at Emery Church.
·
Reentry
Community fair, June 2 at the Washington Convention Center.

representative from the MPD Department attended the meeting.
Fire Department/EMS
No
representative from the Fire Department/EMS attended the meeting.

Domku Fundraiser,
Double dollars program, raffle prizes to include tickets for a tour of the
Abraham Lincoln Cottage and golf tickets.

building Team (Latin American Youth Center) June 8 at the Petworth

Tutoring at Upshur Recreation Center on Wednesday evenings
·
Mary
Center located at 3912 Georgia Ave., provides WIC, Social Services, Medical and
dental on a sliding fee schedule and will accept many
insurances.

Community
Project of 1340 Hamilton Street will host a pool party and Grand Opening on
June 4 from 12pm-4pm.
·
Neighborhood
Planner , Coordinator of Ward 4, Malaika K. Abernathy to discuss the 14th
St., Corridor/Commercial nodes on May 21
at Powell Elementary School from 10am, open house format.
·
Community
Fair at MarFarland on May 21, 2011.
New Business
Presentation by
Friends of the 16th Street Heights Parks, Maria Berry for Upshur
shades structure. DPR will install the shade
for free and maintain structure.
Commission requires a letter of commitment to maintain the structure
from DPR to be attached to grant request.
Motion by
Commissioner Myers to support the grant by Friends of the 16th
Street Heights Parks, was seconded by Commissioner
Martin and passed unanimously.
Presentation by
Jania Otey of Kids & Culture Camp, summer camp program serving children
ages 3-12, M-F; 9am-3pm, June 27-July 22, 2011.

Safeway, Marc Dubick, requesting a Letter of Support for Safeway PUD
Application , Duball Petworth, LLC ( Z.C. Case No. 11-09).

Motion by
Commissioner Tumblin to support the Alley Closing in Square 2905 was seconded
and passed unanimously.
Presentation by
Highland Café, Carlos Gray, requesting a Letter of Support for the Public Space
Permit Application that would allow 12 outdoor seating for its sidewalk café.
Motion by
Commissioner Myers to support the Public Space Permit Application was seconded
by Commissioner Tumblin and passed unanimously.
Presentation by
Andromeda Center, requesting a Letter of Support to acquire a Certificate of
Need that would allow for compensation of services.
Motion by
Commissioner Myers to support the Certificate of Need was seconded and passed
unanimously.
Presentation by
Commissioner Mandle to support the proposed Capital Bikeshare Station in the
vicinity of the intersection of Georgia Avenue and Upshur Street NW and its
placement at the southeastern corner of the intersection.
Presentation by
Jackie Mitchell, requesting a Letter of Support in the zone variance of 1314
Decatur St., NW to convert a garage into living space.
Motion by
Commissioner Myers to support the zone variance was seconded and passed
unanimously.
Motion by
Commissioner Martin to adjourn the meeting, the motion was seconded, the motion
was passed and the meeting was adjourned at 9:14pm
