General Meeting

Minutes – February 15, 2011

 

Call to Order

A general meeting of the Advisory Neighborhood Commission 4C was held on Tuesday, February 15, 2011.  Vice Chairman, Commissioner, Janet Myers called the meeting to order at 6:46 pm in the Roosevelt Senior High School Library at 4301 13th Street, N.W.

 

Roll Call of Commissioners

Commissioners present included: Janet Myers (4C02), Michael Yates (4C01), Steve Leraris (4C04), David Tumblin (4C06), Shanel Anthony (4C07), Timothy Jones

(4C08), Joseph Martin (4C09), Jean Badalamenti (4C03), Robert H. Mandle (4C10). Commissioner Joseph M. Vaughan (4C05) was absent. A quorum was established.

 

Commissioner Shanel Anthony resigned from the position of Secretary.  Commissioners Janet Myers and Jean Badalamenti nominated Commissioner Joseph Martin, Jr., as Secretary, seconded by Commissioner Tumblin and passed unanimously by the Commission.   

 

Approval of Agenda

 

Items to be revisited in March           

1.      Grant Guidelines 

2.   The ANC 4C By-Laws

3.    Metro closure schedule proposal

4.   Hitching Post renewal of ABRA’s License.

              

 A motion by Commissioner Anthony to adopt the amended agenda to was seconded and  approved unanimously by the Commission.

 

Reading and approval of February Minutes

A motion by Commissioner Mandle to adopt the amended minutes was seconded and passed unanimously by the Commission.

 

Treasurer’s Reports

Checking Account balance: $ 40,000.00

Savings Account balance: $48,000.00

ANC 4C received allotments totaling $24,000.00. 

 Expenditure for Newsletter and grant totaled $19,000.00.  Motion by Commissioner Yates to increase the limit on office supplies to $2000.00 and audio to $2,000.00, was seconded and passed unanimously by the Commission. 

 

Motion by Commissioner Myers to approve the monthly Treasurers report was seconded and passed with Commissioner Jones opposing. 

 

Motion by Commissioner Yates to approve the ANC Quarterly Report was seconded and passed with Commissioner Jones opposing.  

 

Motion by Commissioner Myers to return Department of Public Works to agenda, was seconded and passed unanimously by the Commission.

 

Grants:

Quarterly report is missing receipts from Tivoli and Sharp Health grants.

 

Correspondence & Announcements

·         14th Street Revitalization meeting, March 2, 2011 @ 6:30pm, West Education Campus.

·         Mary Center, 3910 Georgia Avenue NW, scheduled to open March 1, 2011.

·         Petworth Library grand opening March 12, 2011 from 3:00pm – 4:00pm.  Recruiting volunteers to share oral history of Petworth memoires to be shared with the public during the opening. For more information contact Jamalia Felton on 202-243-1108.

·         Farmers Market 9th and Taylor Street NW, scheduled for May 20, 2011- September 30, 2011.  New hours are 4pm-8pm.

·         Public Meeting Environment Rock Creek Trail, Wednesday, February 23, at

·         6:30pm at the National Zoological Center, 3001 Connecticut Avenue NW.

·         Roosevelt Senior High School ranked in Basketball Tournament.  Girls playoffs, February 15, 2011 at 6 :00pm and  boys playoffs February 15, 2011 at 8:00pm.

·         Community Traffic meeting with Councilmember Bowser and Commissioner  Myers, February 17, 2011 @6:30pm at the Christ Lutheran Church, 1501 16th  St, NW.

·         Council Legislation meeting on the renovations of five 5 DC public schools TBA. 

·         DC Council is requesting the Mayor’s office to hold and record all ANC Resolutions.

·         DC Council is mandating Pepco to reimburse owners who must leave their homes if the power goes off.

·         Councilmember Muriel Bowser, will support Walmart if the concerns of the community are addressed; competitive wages, health care packages for

      employees and investments into the surrounding small businesses. 

·         Council approved spending plan of 262 million dollars for renovations of 15 schools.

 

MPD Department

Officer Amdawidowicz answered questions concerning recent shootings.

Fire Department/EMS

No representative from the Fire Department/EMS attended the meeting. 

 

Community Comments

 

·         Presentation by An Almquist, candidate for Ward 4 State Board of Education.

·         Presentation by D. Kamili Anderson for Ward 4 State Board of Education.

·         West Elementary Open House, Andria Caruthers, Principal, February 24, 5:30pm – 6:30 pm.  Spaces available in Pre k- 8th grades. For more information contact Ms. Caruthers via email   Andria.caruthers@dc.gov.

·         S.A.T. Tutoring at Upshur Recreation Center on Wednesday evenings. 

 

New Business

 

Presentation by Cynthia Simms, Community Research Development for ABRA.  Question and answering on the procedures and process of filing a protest against a neighboring establishment.  License for Renewal /Applications are posted in the DC Register.   To request ABRA to investigate a complaint about an establishment call 311.  For more information contact Ms Simms via email Cynthia.simms@dc.gov. 

 

Presentation by Department of Public Works on the new policy of allowing the community 45 days to remove abandoned vehicles in yard.  Contact Kevin Twine for DPW recycle pick up on 202-673-6833. 

 

Presentation by Mark Dovick, Developers for the new Safeway on Randolph and Georgia Avenue NW.  There will be 5 levels of 220 units of housing which will include 8% affordable units with 135 parking for residents and 86 parking spaces for customers.  Safeway will provide 70 – 100 jobs. 

 

Presentation by Jonathan Meyer, Urban Investment  to rezone 3728 New Hampshire Avenue NW., from R4-C3a, 3800 New Hampshire and 811 Quincy to include an additional 5 units in building.

Motion by Commissioner Jones to support the rezoning of 3800 New Hampshire and 811 Quincy Street was seconded by Commissioner Tumblin and passed unanimously.

 

Presentation by Commissioner Myers on the Walmart survey results.  There were 27 surveys returned with seventeen (17) 4C residents in favor of Walmart coming into Ward 4 and nine (9) in opposition of Walmart.

Motion by Commissioner  Yates to support Walmart was seconded by Commissioner Anthony,  the motion fails with Commissioners Jones, Leraris, Martin,Badalamenti, Tumblin and Mandle opposing.  Commissioners Yates and Myers in favor and Commissioner Anthony abstained.  

 

Motion by Commission to adjourn the meeting the motion was seconded, the motion was passed and the meeting was adjourned at 10:13pm.
