General Meeting

Minutes – December 14, 2011

 

Call to Order

A general meeting of the Advisory Neighborhood Commission 4C was held on Wednesday, September 14, 2011.  Commissioner Chair, Joseph Vaughan called the meeting to order at 6:37 pm in the Community Meeting Room at Petworth Library, 4200 Kansas Avenue, NW.

 

Roll Call of Commissioners

Commissioners present included:  Joseph Vaughan (4C05), Janet Myers (4C02), Michael Yates (4C01), Zachary Hartman (4C09), Jean Badalamenti (4C03), Shanel Anthony (4C07)

David Tumblin (4C06), Timothy Jones (4C08), Robert H. Mandle (4C10), Steve Leraris (4C04), Commissioner David Tumblin (4C06) A quorum was established.

 

Items added to Agenda

Upshur Street Arts Fair grant request.

 

Approval of Agenda

Motion by Commissioner, Chair Vaughan to adopt amended agenda was seconded and passed unanimously by the Commission.

     

Reading and approval of November Minutes

Motion by Commissioner Mandle to adopt the minutes was seconded by Commissioner Myers and passed unanimously by the Commission.   

 

Treasurer’s Reports

Operations budget FY 12: $38,000.00

Expenditures as of December 14, 2011: $5,000.00

Internal 4C Operations as of 8/9/2011: $16,000.00

Distribution to 4C Community: $42,000.00

Grant amount allowed for the FY 12: $1,000.00

Remaining operations budget FY 12: $32,000.00

 

ANC 4C has not received allotment for FY 12.

 

Grants:

All grant receipts are current.

Upshur Street Arts Fair requesting grant approval for permit fees, insurance, decorations.

No correspondence or announcements.

            

MPD Department

 

No representative from the MPD Department attended the meeting.

 

Fire Department/EMS

Fire Chief Kenneth Ellerbe informed the community of hidden carbon monoxide poisoning within the home.  The Fire Department provides free fire and carbon monoxide detectors.  Fire Department provides free training to the public in CPR.  

 

Community Comments

     

·         Fire Department/EMS provided free blood pressure, cholesterol and glucose Testing at the December 14, 2011, ANC 4C meeting.   

·         Councilmember Muriel Bowser informed the residents of the upcoming Group Home meeting on December 19, 2011.  Councilmember will legistrate speed limits in residential neighborhoods to 15 miles per hour.  DDOT will survey each ward across the city to view the merit of the legistration. Upcoming ribbon cutting for great streets project TBA.  First week of January 2012 will mark a Special Events Hearing for Walmart, Georgia Ave., location. Construction for the new Walmart will start early summer 2012.

·         Presentation by Uneeda Market’s owner informing the community of the extension of hours, closing at 12am.

·         Storm Water Management meeting, December 19, 2011 at the Petworth Library.

·         Friends of the Petworth Library raised $1,400 in the fundraising efforts to support the reading and book program at the Library.

·         Teatro De Luna invited the community to the Drops of Water, a bilingual play offered at E.L. Haynes Public Charter School on December 16, 2011, @ 9:30am.

 

New Business

 

Introduction of newly elected ANC 4C09, Zachary Hartman.  Commissioner Hartman may be on 202-505-1171 or via email at ZachFor4C09@gmail.com.  

  

 Presentation by Commissioner Tumblin, Safeway PUD Application and the approval of revised curb cuts. 

 Motion by Commissioner Tumblin to support revised DDOT proposal, Safeway PUD Application was seconded by Commissioners Myers and Mandle and passed unanimously by the Commission.

 

Presentation by Ed Donohue; Donohue & Streams, PLC regarding Roosevelt High School Antennae installation.  Offered to attend upcoming ANC 4C meeting in January 2012 to provide the community with more insight.   

 

Presentation by Upshur Street Arts Fair, Commissioner Anthony to support the grant request.

Motion by Commissioner Anthony to support the grant request was seconded by Commissioner Badalamenti and passed unanimously by the Commission.

 

Presentation for update of BZA Relief for catering establishment in a residential house, Donna Gideon, BZA application number: 18286.  Commissioner Myers informed the residents of an extension of January 24, 2012.  The extension is an opportunity for a discussion with the residents to explore a solution. 

 

Motion by Commissioner Myers to adjourn the meeting was passed and the meeting was adjourned at 7:42pm.  Holiday reception commiserated with light refreshments,
