Call
to Order
A general
meeting of the Advisory Neighborhood Commission 4C was held on Tuesday, August
9, 2011. Chair, Commissioner, Joseph Vaughan
called the meeting to order at 6:31 pm in the Community Meeting Room at 801
Shepherd Street, N.W.
Roll

Commissioners
present included: Joseph Vaughan (4C05),
Janet Myers (4C02), Michael Yates (4C01), Joseph Martin (4C09), Jean
Badalamenti (4C03), Shanel Anthony (4C07)
David Tumblin (4C06),
Timothy Jones (4C08), Robert H. Mandle (4C10)
(arrived 6:42pm) and Steve Leraris (4C04). Commissioner David Tumblin
(4C06) was absent.
A
quorum was established.
Approval of Agenda
Motion by
Commissioner Joseph Martin to adopt the agenda was seconded and passed
unanimously by the Commission.
Items to be revisited in September
1. Insertion of online/Internet gambling/gaming
including computerized slots legislation into the December 2010 budget without
public discussion or public Resolution.
2. Resolution to support the Rock Creek Church
Road and Webster Street Traffic Calming measures.
Reading and approval of July Minutes
A motion by
Commissioner, Joseph Martin to adopt the minutes was seconded and passed
unanimously by the Commission.
Treasurer’s Reports
Starting budget: $52,000.00
Outstanding
expenditures totaling as of 8/9/2011:
$16,000.00
Major expenses
are the grants and ANC-4C Newsletter totaling $16,000.00. Grants totaled $9,000.00
and the ANC-4C Newsletter $5,000.00.
Received the
first allotment of $5,000.00 Second allotment is scheduled for September 2011.
Motion by
Commissioner Yates to approve the 3rd Quarterly Report, April 2011-
June 30, 2011 was seconded by Commissioners Anthony and Myers passed
unanimously by the Commission.

All grant receipts are current.

Councilmember
Bowser reported the first Task Meeting for the redistricting of Ward 4 will be
held on August 16, 2011, at the Petworth Library @ 6:30pm.

Commission hearing on Safeway, September 15, 2011 at Judiciary Square.
·
Post
Office on 9th Street will not close.
·
DCPS
beautification Project will begin on August 20th, from 9-1pm.
·
New
traffic light installed on Georgia Avenue and Taylor Street, NW.
MPD Department
No
representative from the MPD attended the meeting.
Fire Department/EMS
No
representative from the Fire Department/EMS attended the meeting.
Community Comments

New
Council budget to include the continuance of the Clean Team.

The
Billy Simpson restaurant is slated to open soon.
·

Grant Requests
Presentation by
Commissioner Janet Myers for Cease Fire – Community Festival and Boxing Event.
Motion by Commissioner Myers to
support the grant request was seconded and passed unanimously by the
Commission.
Presentation by
Georgia Avenue Rock Creek East Family Collaborative- Back to-School Event on
August 27, 2011 from 12pm until 6pm.
Motion by
Commissioner Shanel Anthony to support the grant request was seconded by Commissioner Myers and passed
unanimously by the Commission
Presentation by
the President, Natalie for Residences at Georgia Avenue Tenants Association
(TRAGATA)- Back-to School Initiative for 60
students.
Motion by
Commissioner Anthony to support the grant request was seconded by Commissioner Myers and was passed
unanimously by the Commission.
Presentation by
Concerned Moms of Ward 4C- Back-to-School Event.
Motion by
Commissioner Yates to support the grant request was seconded by Commissioner
Myers and passed
unanimously by the Commission.
New Business
Presentation by
Mary’s Center, Operational Director, services include: walk in for those
patients who are established in the system.
Mental Health services, Social Services and Clinical services. The
Center takes all insurances and payments on a sliding scale bases.
Presentation by
Commissioner Mandle for Rock Creek Church Road and Webster Street Traffic
Calming measures.
Motion by
Commissioner Mandle to support conversion was seconded by Commissioner Martin,
Commissions Myers and Anthony absented.
The Commission agreed to table decision until further discussion with
DDOT. The Commission requested the DDOT to attend the September ANC-4C meeting.
Presentation by
Commissioner Tumblin, Safeway will soon provide an
update on the inclusion of the SunTrust Bank within the new urban store.
Safeway will provide shuttle to the Safeway on Piney Branch once the
construction begins.
Presentation by
Juan Braham, Latino Community Soccer Tournament on September 17, 2011, Festival
and street closure on September 18, 2011 from 10am until 8pm. Tournament to be held on
the Roosevelt HS field and the street closure on 13th and Kansas.
Motion by
Commissioner Martin to adjourn the meeting, the motion was seconded, the motion
was passed and the meeting was adjourned at 9:18.
